Representativeness of the National Survey of Civic Culture: Proposal for Subnational Analysis in Studies on Participation

Abstract

This article arises from the methodological review of the National Survey of Civic Culture (ENCUCI by its acronym in Spanish) of the National Institute of Statistics and Geography (INEGI by its acronym in Spanish) and addresses the research question, how can the application of local surveys be methodologically adapted to facilitate research on citizen participation at local scales? Its purpose of study is the application of representative samples at the local level for the analysis of citizen participation with the support of descriptive and inferential statistics, such as the obtaining of confidence intervals that facilitated the contrast of information from two sources: the census counts of electoral participation and the ENCUCI. The originality of this work consists in the use of both sources to contrast reports of the same event: the 2018 elections. The results indicate that although the sample design of the ENCUCI is adequate for the levels it proposes (national and regional), the representativeness of these respondents changes as the scale moves to local environments, so it is necessary to adapt these samples and generate information coinciding with the electoral regions (entities, constituencies, and municipalities). Finally, although this research is limited to analyzing electoral participation, it is possible to extend the final proposal to the study of citizen participation in all its meanings.
